Step 1. Print and cut out your pattern pieces. Step 2. Cut out your fabric. Note that the side panel is cut on the fold! Make sure to snip in the the side panel along the fold (about 1/8" in) to mark the centre front at the op and bottom and snip the top piece at the CF mark.

Let's start with the rounded piece or the cap. First, serge around the curved side. Then serge on the straight side. Fold the straight side 1/2″ and sew. Using your loop turner, insert the elastic. Sew at both ends to secure the elastic. Serge the forehead/tie on both sides. You will sew the straight side to the cap.
